On the morning of April 10, the Symposium on Comprehensive Reform of the Institutional Mechanism for Talent Development in Hangzhou Future Sci-Tech City was grandly held. Liu Ying, Member of the Standing Committee of the CPC Hangzhou Municipal Committee and Secretary of the CPC Yuhang District Committee, attended and addressed the meeting. He stressed the need to thoroughly study and implement General Secretary Xi Jinping’s important remarks on education, science and technology, and talent, as well as the spirit of his important speeches during his inspection tour of Zhejiang. We shall closely follow the provincial Party committee’s overall work plan of the "132" framework and the municipal Party committee’s major tasks for "seven major breakthroughs", foster talent as our primary resource and stimulate innovation as our primary driver of growth. We will push forward the comprehensive reform of the institutional mechanism for talent development in Hangzhou Future Sci-Tech City to achieve deeper and more tangible results, and provide strong support for accelerating the development of a new urban center that will take the lead in demonstrating a vivid picture of basically realizing socialist modernization and showcase a world-class international metropolis.

District leaders Yang Jiangen, Zhang Li, Guo Yunwei and Shen Qing, together with principal persons-in-charge of relevant departments, attended the meeting.

Secretary Liu Ying pointed out that advancing the comprehensive reform of the talent development system and mechanism in Hangzhou Future Sci-Tech City is an important task to implement the arrangements of the central government, Zhejiang Province and Hangzhou City. It also serves as a key measure for Yuhang to seize the opportunity of building a new urban center and achieve high-quality development.

Yuhang must consistently adhere to the principle of "innovation-driven development and talent-led growth", and continuously optimize the talent ecosystem from three dimensions: platforms, policies and services. It will offer a broader stage for talents through deep integration into the Yangtze River Delta science and innovation collaboration and improvement of the innovation ecosystem. It will strengthen full-chain support for "talent attraction, cultivation, retention and utilization" with iteratively upgraded and precisely targeted talent policies. It will improve the talent development environment and quality of life through "Venture Capital Yuhang", patient capital, high-quality public services and urban supporting facilities. Meanwhile, efforts should be focused on "talents plus future industries". Yuhang will seize new tracks such as artificial intelligence, accelerate the development of a full-chain innovation ecosystem, deepen collaboration among universities, research institutes and enterprises, talent sharing and achievement transformation, and ensure all reform tasks are delivered effectively. It is hoped that all talents will take root in Yuhang, devote themselves to their work, bravely tackle key and core technologies, provide experience for the reform and set benchmarks.

At the meeting, several academicians, experts, talents and enterprise representatives delivered speeches in succession. Liu Yiyang, founder of Zhejiang Hanwei Technology and one of the representatives of young entrepreneurs, put forward suggestions on the attraction and cultivation of young talents, entrepreneurship capacity building and the construction of innovation ecosystem based on his own entrepreneurial experience and enterprise growth practice. He called for a more systematic mechanism to build a future-oriented youth entrepreneurship cultivation system, enabling youth entrepreneurship to evolve from "occasional opportunities" to "an inevitable outcome fostered by the ecosystem".

Since settling in Yuhang in 2025, Hanwei Technology has achieved rapid growth with support from authorities at all levels. It is believed that with the continuous optimization of the innovation and entrepreneurship ecosystem, Future Sci-Tech City will attract more young talents and high-quality projects, and continuously inject new vitality into the high-quality development of the region.
